XIII LOK SABHA DEBATES, Session II (Winter Session) Wednesday, December 22, 1999/Pausa 1, 1921 (Saka )

Type of Debate: OBSERVATION BY THE CHAIR
Title: Regarding observance of parliamentary etiquette.

TEXT :
13.11 hrs.

MR. SPEAKER: Hon. Members, the House was witness to an ugly incident today when a Member of Opposition, Shri Devendra Singh Yadav menacingly approached towards Treasury Benches. I am constrained to observe that such beaviour on the part of the Member concerned, was in derogation of the established norms of decent parliamentary behaviour. Such incidents are not only a reflection on the parliamentary conduct of the Member concerned but also erode the dignity of the whole House.

I deprecate the behaviour of the Member in strongest terms and urge upon the leaders of Parties and Groups in the House to ensure dignified parliamentary behaviour from their Members. I would also like to reiterate that Members, including Ministers, should address the Chair and should also exercise restraint while participating in discussion on the floor of the House. Perhaps, observance of this parliamentary norm may prevent recurrence of such incidents.
