Type of Debate: MATTERS UNDER RULE- 377
Title: Need to set up District Development Councils at district level headed by Lok Sabha M.P. for speedy development of the country.

SHRI SALKHAN MURMU (MAYURBHANJ): The citizens of India are yet to get the basic amenities, that is, water, road, electricity, medicine, school, irrigation etc. in different districts. I am of the opinion that enough time and money have been spent but unless the following steps are taken, things may never change:

(1) Let there be District Development Councils in all the districts headed by Lok Sabha MP. This will consist of MLAs and Chairmen of Panchayat Samitis etc. The proposed District Development Councils will plan and oversee the basic needs of the people in the district.

(2) The district bureaucracy headed by DM/Collector should be made accountable to the District Development Council for development initiatives.

(3) The Lok Sabha MPs must have a modest office-cum-residence in the respective district headquarters.

Sir, I request the present Government to implement the above proposals to benefit the citizens of India.
