XIII LOK SABHA DEBATES, Session II (Winter Session) Thursday, December 23, 1999/Pausa 2, 1921 (Saka )

Type of Debate: MATTERS UNDER RULE- 377
Title: Need for creation of a separate State of Bodoland.

SHRI SANSUMA KHUNGGUR BWISWMUTHIARY (KOKRAJHAR): I welcome the positive policy decision of the Government to create three new States namely - Uttarakhand, Vananchal and Chhattisgarh.

At the same time, I would like to draw the attention of the Government towards the burning ethno-political Bodoland issue of several millions of the struggling indigenous Bodo people of Assam in particular. Very genuine and legitimate demand for creation of a separate State of Bodoland carving out of the present State of Assam is being made for decades.

As such, I am of the opinion that all the deserving and genuine regions, people and cases, should be accorded equitable political justice, status, dignity and magnanimous political consideration without any discrimination, in order to meet the basic purpose and objective behind the very concept of creation of new smaller States in India.

I, therefore, strongly urge upon the Union Government to take a concrete and positive policy decision and necessary political initiatives to create a separate State of Bodoland through the passage of the requisite Constitutional (Amendment) Bill in Parliament.
