MR. SPEAKER : Hon. Members, I have to inform the House with profound sorrow of
Shrimati Sushila Ganesh Mavalankar and Shrimati Vijaya Raje.
Shri A.A. Rahim was a Member of the Seventh Lok Sabha representing
Chirayinkil Parliamentary constituency of Kerala during 1980-84. He also held
various important portfolios in the Union Council of Ministers during 1982-84.
Earlier, Shri A.A. Rahim had held important ministerial portfolios in
the Government of Travancore of erstwhile Cochin State during 1954. From 1954
to 1979, he was member of Kerala Legislative Assembly for six consecutive
terms. During that period, he served as a member of various Committees.
An able parliamentarian and a person of long standing, Shri Rahim was
a member of the Governing Council of I.I.T., Madras and Senate of Cochin
University.
A man of varied interests, Shri Rahim had special interest in the
field of education, industry, culture, sports and journalism and served
several educational, social and sports organisations in various capacities. He
was also Managing Editor of a publication called the Prahabattam.
Shri Rahim passed away on 31st August, 1995 at Quilon at the age of 75
years.
Shrimati Sushila Ganesh Mavalankar was a member of the First Lok Sabha
representing Ahmedabad Parliamentary constituency during 1956-57.
A veteran freedom fighter, she participated in the Quit India movement
in 1942 and suffered imprisonment.
Shrimati Mavalankar, a lady with amiable disposition, was the wife of
late Shri G.V. Mavalankar, the first Speaker of this House. A widely travelled
person, she had associated herself with various socio-cultural organisations.
She served as the President of Bhagini Samaj, Ahmedabad for some years. A
pious lady, Shrimati Mavalankar always cared for the poor and the needy.
Shrimati Mavalankar passed away on 11th December, 1995 at Ahmedabad at
the age of 92 years.
Shrimati Vijaya Raje was a Member of Second, Third and Fourth Lok
Sabha representing Chatra Parliamentary constituency of Bihar during 1957-70.
Earlier, she had been a Member of Rajya Sabha during 1952-57.
Shrimati Vijaya Raje was a well known philanthropist and a social
worker. She took active part in the programmes related to maternity and child
welfare and rural upliftment. She served as the President of the Red Cross
Society, Dhar, Madhya Pradesh.
A widely travelled person, she took active part in the proceedings of
the House.
Shrimati Vijaya Raje passed away on 19th December, 1995 at Satara,
Maharashtra at the age of 76 years.
We deeply mourn the loss of these friends and I am sure the House will
join me in conveying our condolences to the bereaved families.
The House may now stand in silence for a short while as a mark of
respect to the deceased.

SHRI INDRAJIT GUPTA (MIDNAPORE): Mr. Speaker, Sir, Mr. Rahim passed away on the 31st August. That is what you read out and this is practically the end of
December. Does it take so long to make an obituary reference?
MR. SPEAKER: The practice followed by us is that unless we get a confirmation
about the death of any Member, we do not do it.
SHRI INDRAJIT GUPTA: Has it taken three to four months to confirm his death? I
do not understand.
SHRI RAMESH CHENNITHALA (KOTTAYAM): Mr. Speaker, Sir, we had informed the Secretary-General about the death of Mr. Rahim one month before.
MR. SPEAKER: We do not mean any disrespect to the former colleagues of ours.
But sometimes when we hurry and rush into these things, we have committed
mistakes. So, we are a little more careful about it.

Water Disputes Tribunal has passed an Order directing the Government of
Karnataka to release 11 tmcft of water immediately to Tamil Nadu. But this
direction has not so far been honoured. The paddy crops in Tamil Nadu are on
the verge of withering away. The granary of Tamil Nadu, the granary of the
country is in danger. We have to save the crops...(Interruptions) The
Government must immediately intervene and ask the Karnataka Government to
release the water. It is a life and death problem for Tamil
Nadu...((Interruptions). It is not an ordinary problem. The granary of India
is in danger...(Interruptions). Sir, this is not an ordinary problem.
